I am the marketing director of the 14 member San Juan Island B&B
Association.  I own both a 4 room and a 11 room B&B.  Our members have as
few as one and as many as 18 guestrooms. We too have struggled with room
count as a bright line definition element.  Keep in mind it is the
uniqueness and hands-on personalities that really define a B&B.  Room 
count
as an absolute measure is going to be ackward.  Because the focus of our
group is to MARKET our rooms and to operate a hot line for room
availability, we have adopted a policy of inclusion, rather than 
exclusion.
To protect the "little" guys, we have a one inn, one vote democracy.  On
marketing expenses, one half is divided by the number of members, the 
other
half is prorated by room count.  That way everybody pays some, while the
big guys pay the most.  Good Luck!
