We can't speak to the BOCA rules.  However, we work very closely with
the Arkansas Hospitality Association and get their help with things like
regulations, rules, requirements, etc.  Arkansas has local rules only
and each town is a little unique but the basic regulations are the
same.  Our association is very active and works to make sure the state
and local groups know what B&B's are and why we do what we do.
Maybe there are equilavent groups in your state that could or should
help with this situation.
Our association has a very strict set of inspection criteria; for
example, the only other inspections are from the Health Department when
you have more than five rooms.  At that point a commercial kitchen is
required.
Hope this helps a little bit.  You might also get information from North
Carolina as they have both state and local requirements that B&B's must
meet.
