innkeeping: room tax

We operate a b&b and collect a city room tax. The county
wants to add another 2%. If so, we will have one of the
highest room taxes in the nation.

The motels in this town claim that the large meeting groups
will likely seek lodging elsewhere.

Are the effects predictable?
