Total tax would be 11%; lodging only. Currently:
-18 total lodging establishments, 3 of which (b&bs) are in county;
-9% room tax collected only in city; most goes to tourism promotion
If 2% tax is added:
-15 in city (includes 3 b&bs) would collect 11%;
 the 3 b&bs in county would collect 2%
Purpose of 2% county tax: assign the revenue to the Fair Fund to eliminate
or reduce the General Fund subsidy. The monies would fund paving of the
Fairground parking lot.

Others with whom I discuss this agree with your statements in your first
paragraph. Consensus locally is that the county should fund its parking
lot paving through sources other than a lodging tax.
