There is a product we found: "SmartJack", which replaces the wall
telephone jack -- you can program it to allow the phone plugged into
that jack to dial (or not dial) local, 800, or 900 calls.  We programed
our guest phone to dial local or 800 numbers -- anything else the phone
goes dead.  Occassionally a guest will say "Hey, this phone doesn't
work" and when we ask what number they are dialing...discover they are
trying to dial direct or something.  Most guests have a credit card with
an 800 number, and they are free to use this phone with no restrictions,
as well as local calls.
